Summary: This series consists of correspondence, memorandums, clippings, reports, speeches, and copies of legislative documents. Subjects include Federal aid to schools, foreign education, program plans, vocational education, Title I, Head Start, bilingual education, school financing, and relations with Congress and the White House. There are also records relating to meetings of commissions, task forces, and other ad hoc groups.
Records cover topics such as segregation, integration, civil rights, racial balance in schools, segregated cafeterias, school district plans under the Civil Rights Act, the U.S. Commission on Civil Rights, Title IV of the Civil Rights Act, student unrest, poor people's demands, desegregation plans, Howard University, urban education, historically black colleges, affirmative action, operation EXCEL, Jesse Jackson, civil rights compliance, and discrimination. There are progress reports, legal documents, correspondence, and newspaper and magazine articles relating to desegregation in Prince Edward County, Virginia, and the 1954 Brown v. Board of Education of Topeka, Kansas decision.
