Summary:
The Cultural Resource Survey Program (CRSP) was created to assist state agencies with their federal and state historic preservation mandates. These records consist of CRSP technical reports, specifically, those relating to projects conducted in the Catskill and Adirondack Mountain regions of New York State, within the counties of Greene, Ulster, Delaware, Warren, Herkimer, Essex, Hamilton, Fulton, Clinton, and Franklin. These standardized reports consist mainly of Reconnaissance, Site Examination, Data Recovery, and otCultural Resource Investigations.

Overview



The records consist of Cultural Resource Survey Program (CRSP) technical reports, specifically, those relating t projects conducted in the Catskill and Adirondack Mountain regions of New York State, within the counties of Greene Ulster, Delaware, Warren, Herkimer, Essex, Hamilton, Fulton, Clinton, and Franklin. These standardized reports consist mainly of Reconnaissance, Site Examination, Data Recovery and other Cultural Resource Investigations. A Reconnaissance (Phase I) survey identifies areas that are archaeologically sensitive and identifies standing structureat least 50 years old that may be affected by a proposed project. Phase I surveys are designed to locate prehistoric, historic, cultural, or archaeological resources existing within a proposed project area. A Site Examination (Phase II) designed to collect detailed information on the integrity, limits, structure, function, and cultural context of a site. This information is used to evaluate potential eligibility for the State or National Register of Historic Places. The State andNational Registers of Historic Places are official lists of cultural resources that have demonstrated an ability to contribute to the prehistory and history of a particular area. If important sites cannot be avoided, additional work is recommended prior to the site's destruction. A Data Recovery (Phase III) survey is required if an archaeologicahistorical resource has been identified and is eligible for inclusion on the State or National Resisters of Historic PlaceData Recovery projects identify potential impacts to cultural resources by a proposed project. Not all projects requirephases and depending on the unique characteristics of individual sites, other types of surveys (i.e., monitoring) maytake place. The CRSP technical reports also contain background research on the natural environment; prehistory or history of the site; field investigation results; site examination results and recommendations; survey, field, and laboramethodologies and collected data; interviews and correspondence with agencies, town officials, private citizens, specialists, and others; artifact catalogs; project schedules and expenses; conclusions regarding potential impact on historic structures; summaries of historic structure inventory and potential impacts; research goals; and bibliographieregarding additional sources of information. Also included are related forms, such as (1) New York State Building andStructure inventories and New York State Historic Archaeological or Architectural site inventories, which both providedescriptions of cultural resources including archaeological and architectural remains; (2) CRSP Historic Site Form anField Services Bureau Files Search, which list sites previously surveyed or reported within the immediate or adjacentvicinity; and (3) National Register of Historic Places Inventory Nomination forms. Some reports also include illustratiosuch as hand–drawn maps, copies of county, topographical, and atlas maps, and photographs of artifacts, sitelocations, surrounding areas, and associated landscape features.




Biographical Sketch


The Cultural Resource Survey Program (CRSP) is a research program of the Research and Collections Division at the New York State Museum (NYSM) in Albany, New York. The CRSP was created to assist state agencies, including the New York State Department of Transportation (DOT), Office of General Services (OGS), and Department of Correctional Services (DOCS), with their federa and state historic preservation mandates. All federal and most state agencies are required to identify a protect cultural resources on the lands they manage. Projects receiving federal and/or state funding must identify and mitigate impacts to cultural resources in project areas before construction activities may proceed. CRSP conducts Cultural Resource Management (CRM) surveys for state agencies and collects data on the history and prehistory of New York State before it is lost during construction projects. CRSP projects follow federal regulation guidelines created by the Department of the Interior a established by the National Historic Preservation Act in 1966. CRSP adheres to the New York State Workscope Guidelines for the Completion of Cultural Resources Surveys on New York State Department of Transportation Projects (Version 2004).
