Local Government and Community Services, Division of

The Division of Local Government and Community Services created in 1975, is responsible for carrying out the Department of State's functions to assist community development in New York's municipalities and to advise municipalities on law. The Division accomplishes this by providing training and advisory services to local governments and community organizations in a number of areas: economic and community development; labor relations; data processing; municipal organization; and public works. The Division also manages several federal programs that provide financial assistance to local governments in planning, personnel management, training, infrastructure needs, and economic and community development, including the Housing and Urban Development 701 Program; the Intergovernmental Personnel Act Program; and the Appalachian Regional Commission program. The Division also provides assistance to the Secretary of State in various statutory responsibilities, including the review of state plans and certification of agricultural district plans and the administration of the state coastal management program.
